Biosecurity NZ Limited is a New Zealand based consultancy company that provides strategic and technical advisory services both internationally and within New Zealand, in the areas of biosecurity, food safety, trade negotiations, and animal welfare.
As principal Barry brings significant career experience in these areas having worked in the New Zealand Ministry of Agriculture and Forestry (MAF) with leadership responsibilities for international standard setting and trade negotiations, biosecurity risk management activities involving the border, surveillance, response and eradication, along with food safety and animal welfare.
Barry has held a number of senior roles in MAF including leading the Ministry’s biosecurity functions as Deputy Director-General of MAF Biosecurity New Zealand having policy, regulatory and operational responsibility for biosecurity and animal welfare, with 1100 staff and a budget of over $160 million. He has been the New Zealand Chief Veterinary Officer and prior to this was seconded to the Ministry of Foreign Affairs and Trade as New Zealand’s Veterinary Counsellor in Brussels, Belgium.
He graduated with a Bachelor of Veterinary Science with distinction from Massey University in 1978, and worked in veterinary clinical practices in New Zealand and the United Kingdom before joining MAF in 1984.
Barry has been the New Zealand delegate to the World Organisation for Animal Health (OIE) since 1994, and is the current Past President of OIE, having completed his three-year term as President of the organisation in 2009. In May 2011 he was awarded the OIE gold medal for his significant contribution to international animal health.
